Alarm Notifications Dispatcher Enhanced Empty Alarm Notifications Dispatcher Enhanced

Modified OnAlarm notifications algorithm. Now dispatch all unacknowledged or acknowledged alarm notifications that occurred in the past 10 minutes. Event log entry routine modified so it enters 'Notified' flag = 0 for ALARM and ALARMACK entries only. For all other entries 'Notified' flag is set to 1. These modifications were made on generic dispatching algorithm only. Notifications now go out even if alarm has already been acknowledged.
